There exists a code in hockey.
It's more of an informal thing, so expecting players to adhere to it in the heat of battle is straight up foolish. Still, that doesn't mean that crossing the line is acceptable.

Hitting a downed opponent constitutes a break of said code, although - as stated - the players can hardly be expected to rein themselves in. That's what officials are for.
